 ई-कॉमर्स, निर्माण समेत सभी असंगठित क्षेत्रों में काम करने वाले अस्थाई कर्मचारियों (गिग वर्कर) की सामाजिक सुरक्षा के लिए केंद्र सरकार बजट में कुछ बड़ा ऐलान कर सकती है। बताया जा रहा है कि इन कर्मचारियों को दुर्घटना और स्वास्थ्य बीमा का लाभ दिया जा सकता है। इसके लिए सरकार सामाजिक सुरक्षा कोष बनाने की घोषणा कर सकती है।

इस कोष में कर्मचारी, काम देने वाली कंपनी और सरकार योगदान देंगे। कोष का इस्तेमाल दुर्घटना और स्वास्थ्य बीमा का कवर देने के लिए होगा। इसके साथ ही केंद्र सरकार असंगठित क्षेत्र और सभी गिग वर्कर को इलाज से लेकर राष्ट्रीय स्तर पर सामाजिक सुरक्षा प्रदान करने के लिए बोर्ड का गठन कर सकती है।

परिवार का भी इलाज : 

ईएसआईसी की तर्ज पर अस्पताल में इलाज की सुविधा अस्थायी कर्मचारी के साथ परिवार को भी दी जाएगी।

कौन होते हैं गिग वर्कर:

 विभिन्न क्षेत्रों में उनकी मांग के मुताबिक दिहाड़ी पर काम करने वाले श्रमिकों को गिग वर्कर कहा जाता है। इनमें ठेके पर काम करने वाले कर्मचारी, ऑनलाइन प्लेटफॉर्म के लिए काम करने वाले कर्मचारी, ठेका फर्म के कर्मचारी, कॉल पर काम के लिए उपलब्ध कर्मचारी शामिल हैं।

ऐसे कर्मचारियों का पंजीकरण अनिवार्य होगा

सभी गिग वर्कर का पंजीकरण अनिवार्य होगा और इसकी जिम्मेदारी उनसे काम लेने वाली कंपनियों की होगी। साथ ही कंपनियों को अपनी कमाई का एक से दो प्रतिशत तक का योगदान कोष में देना पड़ सकता है। वहीं, निर्माण से जुड़ी कंपनियों से सामाजिक सुरक्षा कोष के लिए सेस वसूला जा सकता है। नियमों की अवहेलना करने वाली कंपनियों से जुर्माने में ली जाने वाली राशि भी सामाजिक सुरक्षा फंड में जमा होगी

सेवानिवृत्ति लाभ भी संभव

इसके अलावा बजट में अस्थाई कर्मचारियों के लिए इसी कोष से सेवानिवृत्ति लाभ और अन्य सुविधा भी मिल सकेगी। गौरतलब है कि सामाजिक सुरक्षा कोड 2020 में भी ऐसी सुविधा देने का प्रस्ताव है। हाल में कर्नाटक में गिग वर्कर्स के लिए ड्राफ्ट बिल पेश किया गया था, जिसमें अस्थाई कर्मचारियों के हितों की सुरक्षा के लिए कई प्रावधान किए गए हैं।

The central government can make some big announcement in the budget for the social security of temporary employees (gig workers) working in all unorganized sectors including e-commerce, construction. It is being told that these employees can be given the benefit of accident and health insurance. For this, the government can announce the creation of a social security fund.

The employee, the company providing work and the government will contribute to this fund. The fund will be used to provide cover for accident and health insurance. Along with this, the central government can constitute a board to provide social security at the national level from treatment to the unorganized sector and all gig workers.

Treatment of family also:

On the lines of ESIC, the facility of treatment in the hospital will be given to the family along with the temporary employee.

Who are gig workers:

Workers working on daily wages as per their demand in different sectors are called gig workers. These include employees working on contract, employees working for online platforms, employees of contract firms, employees available for work on call.

Registration of such employees will be mandatory

Registration of all gig workers will be mandatory and the responsibility for this will be of the companies taking work from them. Also, companies may have to contribute one to two percent of their earnings to the fund. At the same time, cess can be collected from construction companies for the social security fund. The amount collected as penalty from companies violating the rules will also be deposited in the social security fund

Retirement benefits also possible

Apart from this, retirement benefits and other facilities will also be available from this fund for temporary employees in the budget. It is worth noting that there is a proposal to provide such a facility in the Social Security Code 2020 as well. Recently, a draft bill was introduced for gig workers in Karnataka, in which many provisions have been made to protect the interests of temporary employees.
