भर्ती परीक्षाओं में पारदर्शिता के लिए शासन की ओर से जारी नई गाइडलाइन के अनुरूप उत्तर प्रदेश शिक्षा सेवा चयन आयोग को भी भर्ती परीक्षाएं करानी होंगी। इसके लिए आयोग ने तैयारियां शुरू कर दी हैं। इसी वजह से आयोग की लंबित भर्तियों की परीक्षा तिथि घोषित होने में देर हो रही है।
केंद्र निर्धारण से लेकर पेपर छपवाए जाने तक नए आयोग को शासन की उसी गाइडलाइन के अनुरूप आगे बढ़ना होगा, जिसके तहत उत्तर प्रदेश लोक सेवा आयोग एवं अन्य भर्ती संस्थाओं की परीक्षाएं आयोजित की जाएंगी।
शिक्षा सेवा चयन आयोग की दो बड़ी भर्तियां दो साल से लंबित हैं। अशासकीय महाविद्यालयों में असिस्टेंट प्रोफेसर के 1017 पदों और अशासकीय माध्यमिक विद्यालयों में टीजीटी / पीजीटी के 4163 पदों पर भर्तियों के लिए अगस्त 2022 में आवेदन की प्रक्रिया पूरी हो चुकी है।
अभ्यर्थियों को इन दोनों भर्ती परीक्षाओं की तिथियां घोषित होने का इंतजार है। शासन की गाइडलाइन में केंद्र निर्धारण को लेकर स्पष्ट दिशा-निर्देश दिए गए
हैं कि पांच लाख से अधिक अभ्यर्थी होने पर कई पालियों में परीक्षा कराई जाएगी। टीजीटी / पीजीटी परीक्षा के लिए 13 लाख से अधिक अभ्यर्थियों ने आवेदन किए हैं। ऐसे में नए आयोग को टीजीटी / पीजीटी परीक्षा कई पालियों में करानी होगी और इसके लिए अतिरिक्त संसाधनों की आवश्यकता पड़ेगी।
वहीं, असिस्टेंट प्रोफेसर भर्ती परीक्षा के लिए 1.14 लाख अभ्यर्थियों ने आवेदन किए हैं। इस परीक्षा के लिए केंद्र और पाली निर्धारण को लेकर ज्यादा मशक्कत नहीं करनी होगी, लेकिन गाइडलाइन में शामिल अन्य प्रावधानों का पालन तो करना ही होगा जैसे प्रश्न पत्र दो प्रिंटिंग प्रेसों में अलग-अलग छपवाए जाएंगे इनमें से कौन सा प्रश्न पत्र वितरित किया जाएगा, यह परीक्षा शुरू होने से पांच घंटे पहले तय होगा प्रश्न पत्रों को अतिरिक्त सुरक्षा के लिए लोहे के बक्से में रखा जाएगा। नए आयोग को सभी भर्ती परीक्षाओं की सीसीटीवी कैमरों के माध्यम से लाइव स्ट्रीमिंग करानी होगी और इसके लिए एक कंट्रोल रूम भी स्थापित करना होगा परीक्षार्थियों को केंद्र आवंटन भी नई गाइडलाइन के अनुरूप ही करना होगा। आयोग को तीन प्रकार की ओएमआर शीट तैयार करानी होगी, जिनमें एक आयोग रखेगा दूसरी कोपागार में संरक्षित रखी जाएगी और तीसरी अभ्यर्थी को दी जाएगी। प्रश्न पत्रों पर सीरोज अंकित नहीं होगी, बल्कि बार कोड होंगे ताकि किसी को भी सीरीज की जानकारी न हो सके।
नए आयोग को गाइडलाइन के अनुरूप ये तमाम इंतजाम करने में वक्त लगेगा। इसके लिए अतिरिक्त बजट की जरूरत पड़ेगी। आयोग में तो अब तक स्थायी अध्यक्ष की नियुक्ति भी नहीं हुई है।
स्थायी अध्यक्ष की नियुक्ति होने तक आयोग से जुड़े सभी नीतिगत निर्णय अटके रहेंगे। आयोग के सूत्रों का कहना है कि नई गाइडलाइन के अनुरूप परीक्षा कराने के लिए शासन को पत्र भेज दिया गया है। स्थायी अध्यक्ष की नियुक्ति होने के बाद परीक्षा संबंधी गतिविधियां तेजी से आगे बढ़ेंगी।

In accordance with the new guidelines issued by the government for transparency in recruitment examinations, Uttar Pradesh Education Service Selection Commission will also have to conduct recruitment examinations. For this, the commission has started preparations. Due to this, there is a delay in declaring the exam date of the pending recruitments of the commission. From determining the center to printing the paper, the new commission will have to proceed in accordance with the same guidelines of the government, under which the examinations of Uttar Pradesh Public Service Commission and other recruitment institutions will be conducted. Two major recruitments of Education Service Selection Commission are pending for two years. The application process for recruitment to 1017 posts of Assistant Professor in non-government colleges and 4163 posts of TGT / PGT in non-government secondary schools has been completed in August 2022. Candidates are waiting for the dates of both these recruitment examinations to be announced. Clear guidelines have been given in the government guidelines regarding the determination of the center that if there are more than five lakh candidates, the examination will be conducted in multiple shifts. More than 13 lakh candidates have applied for the TGT/PGT exam. In such a situation, the new commission will have to conduct the TGT/PGT exam in several shifts and additional resources will be required for this.
At the same time, 1.14 lakh candidates have applied for the Assistant Professor Recruitment Exam. There will not be much effort to determine the center and shift for this exam, but other provisions included in the guidelines will have to be followed such as the question papers will be printed separately in two printing presses, which of these question papers will be distributed, it will be decided five hours before the start of the examination, the question papers will be kept in iron boxes for additional security. The new commission will have to do live streaming of all recruitment exams through CCTV cameras and for this a control room will also have to be established. The center allocation to the candidates will also have to be done as per the new guidelines. The commission will have to prepare three types of OMR sheets, one of which will be kept by the commission, the second will be preserved in the repository and the third will be given to the candidate. The series will not be marked on the question papers, but will be bar codes so that no one can know the series.
The new commission will take time to make all these arrangements as per the guidelines. Additional budget will be required for this. The permanent chairman has not been appointed in the commission till now.
All policy decisions related to the commission will remain pending till the permanent chairman is appointed. Commission sources say that a letter has been sent to the government to conduct the examination as per the new guidelines. After the appointment of the permanent chairman, the examination related activities will move forward rapidly.
